-4- space in other University buildings should be made pursuant to the "Policy on Facilities Use", Operations Manual, 60.010. If an organization is conducting the solicitation, it must be identified at every location by means of a sign or an announcement. "In determining the reasonableness of the time, place and manner of the solicitation activity planned, Activities Advisers, the Union Events Service and the Facilities Planning Offices, shall consider whether the proposed activity conflicts with regularly scheduled University activities or other scheduled events in the area. The effect of the activity on normal pedestrian and vehicular traffic, the availability of alternate facilities, and similar factors may also be considered in awarding the permit. Other reasonable time, place and manner conditions may be imposed as a precondition of conducting the activity (e.g., an applicant may be asked for information regarding the anticipated number of participants and spectators, the adequacy of arrangements for crowd control, parking, sanitary facilities.) No application shall be denied unless the applicant is apprised of the reasons for the denial. In the case of a denial, an immediate appeal shall be afforded by the Vice President for Student Services." Finally, we note that the residence halls have specific rules governing solicitation. These policies are somewhat different than those of the rest of the University. Because of the particular circumstances in the residence halls (e.g., limited meeting space, need for security and quiet), we propose that the Associated Residence Halls, the Department of Residence Services, and other appropriate persons, meet with us and the Office of Student Services to address the question of whether revisions in the residence halls solicitation rules are desirable or necessary. In this context, we would note that the question of whether and to what extent, if at all, to open the residence halls to various forms of solicitation is one governed not so much by legal precedent as by a very careful and sensitive formulation of goals of the residence halls in the academic processes and the interests of the residents in the resident hall functioning. While we feel comfortable in suggestion that such questions should be reconsidered, we do not feel comfortable in reaching our own balance of these competing interests and placing them in the form of a proposed policy or proposed amendments to present policies.
