-5- II. THE ACTIVITIES OF UNIVERSITY SECURITY AS IT RELATES TO CLASSES AND SIMILAR ACADEMIC ACTIVITIES You have asked us to prepare a policy statement concerning activities of Security personnel as they relate to classes and similar academic activities. We believe that the following simple statement would serve the purposes of promoting public safety and the preeminent academic mission of the University: "Where there is no immediate or serious danger to persons or property, any interference in classroom activities should occur only upon prior notification to the instructor and his or her consent." We believe that this policy should properly apply not only to University Security personnel, but also to members of the University community. The proposed policy represents no departure from existing Security rules or University policy as understood by the Security personnel. Rather, the policy statement merely makes explicit a policy which is generally understood and clearly reflected in various existing University policies and the Department of Security Manual. We see no need to alter the present policy materially, nor to move any closer toward a flat prohibition on interruption of classrooms or other academic activities without regard to the competing interests reflected in the proposed statement policy.
