2. University of Minnesota (adopted by Board of Regents on December 9, 1960) The Regents of the University of Minnesota deplore discrimination on the basis of race, religion or nationality. In line with this policy they declare that housing facilities should be available to students regardless of race, religion or nationality. This policy presently governs in all housing facilities operated by the University. The Regents wish it to govern in all housing facilities offered to students by private owners. A copy of this statement is sent to the householder at the time of initial registration. Reports of discrimination are to be reviewed by the Student Housing Bureau to determine the facts. If allegations are confirmed, continuing efforts will be made to secure compliance by the householder with the above policy. Continued refusal to comply will be sufficient grounds for disapproval of the facilities. Students are asked to live in approved quarters. They will be notified promptly by the University when it is determined that the quarters they occupy are not in conformity with the above policy and continued efforts will be made to persuade them to move to approved facilities. All possible assistance will be given students to find approved living quarters. Failure to move to approved quarters could lead to disciplinary action. Implementation of Plan No signed statements are required of any individual. University acts only on the basis of a complaint (need not be in writing) If a student complains, the householder is called in to meet with Housing Bureau. If householder denies the discrimination he is asked to take in the student. If he refuses, his reasons for refusal are considered and the matter may be dropped at that point. Burden of proof of guilt falls upon the University on the basis of judgment arrived at by available evidence. If University feels there is discrimination, the students are called in and the householder is asked to reconsider. If householder refuses to comply, students will be asked to move.
