3 each year prior to 1965, the progress made by the organization in having any or all of the offending provisions removed. Such a report should contain the following information, as well as whatever other information the Committee deems pertinent: A. Efforts of a positive nature taken by the local organization or chapter to have the offending provision(s) removed, either at the national conference or convention of the organization; or during the intervals between national meetings. B. Constructive steps, procedures, or corrective measures taken by the national organization at its most recent national meeting in the direction of eliminating any discriminatory restrictions; or any measures adopted that definitely and finally eliminate such restrictions. Any student organizations whose national or local constitution contains a written agreement or policy, the nature of which could be construed to be discriminatory with respect to race, color or national origin shall be called upon to prove an explicit definition or explanation of the intent of such written agreement or policy, substantiated by written verification from the appropriate officers of the national organization. If, in fact, such a written agreement or policy is found to prevent or restrict the local chapter in the exercise of its free choice of members, the local chapter shall be subject to the making or progress reports as set forth above. Complaints or reports providing evidence that a local organization has been, or is being, prevented from exercising its free choice of members
