If so, however, why not state it so that there can be no doubt? On the contrary, could any three members accidentally meeting at any time or place constitute themselves a three member panel to take action in the name of the committee? I am glad to see that only those who are directly involved are to be present at the hearings. If the objectives of this procedure are to be achieved, they will be achieved by deliberation and care and respect for the facts and not by fanfares of publicity or appeals to the mass media.
