2. therefore, provide householders with the opportunity of extending a cordial welcome to students without regard to their race, color, creed, or national origin. Most of these householders desire to see this University lead the way toward ending bigotry. Because of the foregoing policy considerations the Committee on Human Rights recommends that: 1. It is and shall be the firm policy of the University that householders shall rent to all students on the basis of their individual merits as persons without exclusion or discrimination on the basis of race, creed, color, or national origin. 2. After July 1, 1963, approval by the University, of any off-campus housing facilities for single undergraduate students under twenty one shall be granted when the householder has accepted in writing the conditions, policy, regulation, and standards for University approved off-campus housing as prescribed in the Code of Student life. 3. In performing its service of listing available off-campus housing facilities for married students and single students over twenty one years of age (which do not require University approval) the Office of Student Affairs shall list only those facilities in which the owner or manager accepts in writing the condition, policy and standards for University as prescribed in the Code of Student life. 4. In any case of a proven violation of this standard of fair housing, actions ranging from further educational measures to removal from the University's approved housing registry which will require students to move from such facilities, shall be taken. In order to insure that the rights of all parties will be adequately protected, procedures have been formulated for the filing, investigating, and hearing of complaints involving discrimination. Such procedures are designed to insure all parties concerned an adequate and fair opportunity to present their case. The following procedures are recommended: [Although these rules apply only to University listed or approved housing, the Committee will receive and investigate complaints as to discrimination in other housing. Although specific sanctions are not available in this other area, the Committee will, upon a finding of discrimination undertake conciliatory and educational activities toward its elimination.] RULES FOR CONSIDERING COMPLAINTS OF DISCRIMINATION IN THE RENTING OF APARTMENTS AND ROOMS 1. Any student or staff member of the State University of Iowa shall have standing to complain that his bona fide application for rental of an apartment or room in Iowa City, Iowa, or environs has been denied principally because of his race, color, creed, or national origin. In order to be considered, a complaint must be made within sixty (60) days after the alleged discriminatory refusal to rent.
