-15- Thus, the direct costs of operating the program do not greatly exceed the tuition income. However, there would be some indirect costs as well: 1. Dye to a larger student body some additional instructional costs would, in effect, be absorbed in departmental budgets (similarly, there would be non out of pocket, but bookkeeping, allocations for library, maintenance, etc.). 2. Unless some other loan fund was made available, a large part of the University's NDEA (and OEO) budget would be tied up in the program. 3. There would be a bookkeeping cost if (as would seem desirable) the $10 application fee is waived. On the other hand, it is quite possible that many students would not carry a full load during the transitional year, which would have the effect of decreasing tuition costs. Finally, there would be some additional start up costs for furniture, etc. Dean Rhodes estimates these at about $1,000 per full time employee. If, as Mr. Albertus has suggested, this program is housed with Upward Bound in an off campus building providing, in addition to office space, rooms for tutors and lounge space, there would be additional furnishing costs. As far as committing the funds necessary to get the project under way, it should be noted that for the 1967-68 academic year at the University of California, the Regents have budgeted $446,000 for their program, which is about two years old. When fully in effect (i.e., students in all four years), it can be expected to cost about $1,000,000 per year out of state funds. 23 23 Los Angeles Times
