February 21, 1972 University of Iowa Human Rights Committee Proposed POLICY ON CONFIDENTIALITY OF STUDENT RECORDS A. General Policy of Confidentiality University policy prohibits release of confidential information about a student to persons outside the University without the student's permission. All information contained on the student's record or within his case or on his registration permit form is to be considered confidential information except for that information (or the current version thereof) contained in University publications: In the Iowa Directory, name, college, classification, Iowa City or local address. home town, and Iowa City or local phone; in the Commencement Program, degree granted, honors status (if relevant), distinction (if relevant), thesis topic (if relevant) , and thesis adviser (if relevant); and in the Daily Iowan, Hawkeye yearbook and other publications, information volunteered by the student or ascertained from sources other than the University. Except as hereinafter provided, requests for confidential information about a student from any external source, including government agencies, will not be honored without the permission of the student, unless compelled by a court order or subpoena. B. Exceptions to General Policy 1. Educational Institutions Previously Attended. Unless a student objects, reports of academic performance will be provided to the principal of every Iowa and selected out of state high schools for each freshman who attended such a high school the immediately preceding academic year; and such reports will be furnished to the guidance director of every Iowa Community College of two year educational institution for each transfer student throughout his undergraduate years if such transfer student attended that institution during the academic year immediately preceding enrollment here. A notice to be published in each year's Schedule of Courses will inform student that they may forbid release of information about themselves for this purpose by written notification to the Dean of Admissions. 2. Academic and Administrative Access. Members of the faculty (rank of instructor and above) and administrative staff of the University shall have access to any information in the possession of the Dean of Admissions and Records when necessary for the performance of their academic or administrative duties. Members of the faculty and staff for whom work with such information is not a part of their routine duties shall be required to read this "Policy on Confidentiality of Student Records) before being granted access to confidential records. Clerical personnel approved by administrative or academic staff may have limited access to records when performing a function of their office.
