Office of the Vice President for Educational Development and Research Memorandum, May 5, 1972 To: Provost Philip Hubbard From: Lyell Henry Phil: I am forwarding to you the draft statement on confidentiality of student records containing revisions recommended by the Research Council.Brackets indicate places where the Research Council has made revisions. Also, the phrase crossed out (appearing in Sections B-1 and B-7) should be replaced in both places by the following phrase: "Each year students shall be informed by prominently published notices or other appropriate means." The Research Council has made these revisions for the following reasons: 1. Section A: Probably written permission is what is intended here, but it should be clearly stated. 2. Section B-1: The first sentence has been rewritten to eliminate some ambiguities which the Research Council believes were present in the original version. 3. Section B-1, B-3, B-7: Schedule of Courses may not be the best place to inform student of their rights, and in any event, additional means should be considered, such as publication in the Daily Iowan or even a letter sent to each student. The revision recommended has been left vague in order to allow a choice to the Dean of Admissions and Records following due consideration of alternative means. 4. Section B-2: More than simply a reading of the policy by persons requesting access seems needed here. The Council believes any person in the category described should have to demonstrate to the Dean of Admission and Records a legitimate need for the access and information requested. 5. Section B-3: Permission to use student records for research purposes can be granted only after certain questions about research design and the rights of research subjects are satisfactorily answered. These are matters which are best referred to the Research Council and Committee C for determination.
