Committee on Human Rights Second Annual Report February 1964 to June 1964 Membership: Faculty: Donald Johnson (Feb. 1963-Jan. 1965), Alan Spitzer (Feb. 1965- ), Phillip Hubbard (Feb. 1963-June 1965), R. [Underline]Changes in the Function [End Underline]: The activities of the committee have shifted from the largely negative to the primarily positive. The earliest assignment of the committee was to eliminate invidious discrimination within the University community and to intercede for those who might be suffering from such discrimination. As changes have occurred in the local and national climage, the committee, while retaining its original purpose, has moved toward considering problems of equalizing and extending educational opportunity and problems of educating all students for living in a multi-racial, heterogeneous society. During this time many members of the University have participated in furthering human rights; the committee has attempted to encourage and coordinate their activities, but can claim no credit for their imagination and initiative. [Underline]Main problems for the Future[End Underline]: Most of the projected activities of the committee require substantial administrative time and funds. The details are suggested and recruitment require the time of a person who can suggest and sustain quite complex activities. The committee can advise and adjudicate, but the members do not have time to maintain the substantial program which seems to be required. The chief need, therefore, is for a man, probably a man reporting directly to the Dean of Faculties and working with the Dean of Students, the Registrar, members of the faculty, and many others. The committee would advise him on policy matters. [Underline]The Activities of the Committee[End Underline]: Public Affairs: During the first summer of the committee's operation it supported the creation of a municipal Human Relations Commission. During the second summer the committee and others of the University staff supported the Commission in its successful efforts to pass a municipal fair housing ordinance Various individual faculty members have assisted with the creation of a state commission and with the formulation of state and Regents' policies on equal opportunity. These activities, when added to changes in federal law, have created a vastly different legal background for the work of the committees. Housing: The committee with the support of the Office of Student Affairs completed its investigation of discrimination in approved housing units. All renters recently added to the approved housing list have signed pledges of non-discrimination; many are also covered by the provisions of the municipal ordinance; those who were on the list before pledges were required were interviewed and those who did not indicate they would permit open rentals were removed from the approved list.
