FIRST ANNUAL REPORT OF THE IOWA CITY HUMAN RELATIONS COMMISSION (Covering September 9, 1963 - September 4, 1964) I. [Underline]Purpose of Report[End Underline] - Ordinance 2256 of Iowa City, Iowa, created and established a Human Relations Commission in the City of Iowa City, Iowa and lists as the duty of the Commission (Section VI, i) to "render an annual report to the Mayor and City Council of its activities and recommendations." This report covers the months from the organizational meeting of the Commission on September 9, 1963, up to, and including, the September 3, 1964 meeting. II. [Underline]Organizational Meeting[End Underline] - The first meeting of the Iowa City Human Relations Commission was held Monday evening, September 9, 1963 in the Council Chambers of the Civic Center. Present were all seven of the newly appointed members of the Commission - Mrs. Anthony Costantino, Mrs. John Kenney, Mrs. Helen Lemme, Dick Sidwell, L. D. Soens, Sim Strauss and Emil Trot - also Mayor Fred Doderer and City Manager Carsten Leikvold. Mr. Leikvold was asked to chair the meeting for the purpose of selecting a permanent chairman of the Commission. Nominations and elections resulted in the choice of Rev. L. D. Soens as chairman, Sim Strauss as vice-chairman and Mrs. Anthony Costantino as secretary. According to Ordinance 2256 of the various charter members of the Commission are to serve terms of varying lengths; Mrs. Anthony Costatino and Ref. L.D. Soens one year each, Mrs. Helen Lemme and Mr. Sim Strauss two years each, and Mrs. John Kenney, Mr. Richard Sidwell and Mr. Emil Trott three years each. All future appointments will be for three year terms. A discussion of Ordinance 2256 followed and it was generally agreed that the overall purpose of the Commission indicated that the first duty was to study the community to determine the existence of problems and the extent of problems in the area of human relations. It was further agreed that the area which should receive priority in this stud should be an area of housing.
