It was realized that many of these people had always done this, and that many had never been faced with an occasion that would demand this but would probably do so if the occasion were to arise. Nevertheless, there seemed to be good substantial reasons for encouraging minority groups by giving them a knowledge of this. If the employers etc., even those who have always been fair in their treatment, would give some visible expression of their willingness, it would be most encouraging for minority groups and extremely good public relations for the community. Such a visible expression of intent might take the form of a sticker placed in the window of a firm to symbolize its willingness to give equal opportunity in employment and service. Also a simple questionnaire might be filled out giving very fundamental and basic information about employers' policy in hiring or serving minority groups. These questionnaires might provide information to use in a study of the community relative to this area of equal opportunity. Obviously, such a project which would involve the Commission in the work of contacting some seven hundred prisons, was going to need the assistance and endorsement of many other interested groups.
