No fraternity may build, rebuild, buy, or otherwise construct or acquire a chapter house without first securing from the Committee on Student Life approval of all physical and financial plans. Before proceeding with any arrangements for securing property, representatives of the fraternity (active or alumni) should discuss their program with the Office of Student Affairs. Fraternities desiring to acquire a chapter house will present such plans as required to the Office of Student Affairs for transmittal to the Committee on Student Life. C. Basis of House Operations. The chapter houses for fraternities may operate only under the authorization of the Committee on Student Life. Such authorization may be procured by presenting a formal request to the Office of Student Affairs for transmittal to the Committee on Student Life. Such a request is to be accompanied by— 1. A written approval of the request by at least three responsible alumni, the governing body of the house-owning corporation or other owner of the property, and the national organization if the local group is affiliated. 2. A written statement signed by the duly authorized chapter representatives and at least three responsible alumni members that the chapter will comply with all existing or subsequent University regulations. 3. A written statement signed by the duly authorized chapter representatives and at least three responsible alumni members that the chapter will contract to use the complete program of the Fraternity Affairs Office for all financial transactions. 4. A statement of the financial condition of the chapter on forms provided by the Fraternity Affairs Office. 5. A proposed operating budget for the regular school year and the following summer months on forms provided by the Fraternity Affairs Office. D. Certificate of Operation. All such requests shall be acted upon by the Committee on Student Life. The Office of Student Affairs shall issue a "certificate of operation" to those groups who, in the judgment of the Committee, can operate successfully as a student housing unit and living group. Such a "certificate of operation" is subject to withdrawal if a group violates any of the provisions of the Code of Student Life. E. Who May Live in a Fraternity House. Except as specifically authorized to the contrary by the Office of Student Affairs, no fraternity operating a chapter house shall permit any persons other than qualified members [16]
