In any case of a proven violation of this standard of fair housing, actions ranging from further educaitonal measures to removal from the University's approved housing registry, which will require students to move from such facilities, shall be taken. E. The Findings of the Committee on Human Rights, with any recommendations for remedial action, shall be reported to the Vice-President for Academic Affairs. V. Rules for Considering Complaints of Discrimination in the Renting of Apartments and Rooms. In order to insure that the rights of all parties will be adequately protected, the following procedures have been formulated for the filing, investigating, and hearing of complaints involving discrimination. Such procedures are designed to insure all parties concerned an adequate and fair opportunity to present their case. (Although these rules apply only to University listed or approved housing, the Committee will receive and investigate complaints as to discrimination in other housing. Although specific sanctions are not available in this other area, the Committee will, upon a finding of discrimination, undertake conciliatory and educational activities toward its elimination.) A. Any student or staff member of The University of Iowa shall have standing to complain that his bona fide application for rental of an apartment or room in Iowa City, iowa, or environs has been denied principally because of his race, color, creed, or national origin. In order to be considered, a complaint must be made within sixty (60) days after the alleged discriminatory refusal to rent. B. Such complaints shall be addressed to the Chairman, Committee on Human Rights, The University of Iowa. All complaints shall be in writing and signed by the complainant. A complaint shall contain a statement of the facts upon which the complaint is based, name and address of the householder involved, and the names and addresses of the witnesses, if any, who are able to verify the facts stated in the complaint. Upon request of a complainant, the Chairman shall designate, from a list on the file with the Committee, a person to assist the Complainant in drafting the complaint. C. Within two (2) days after receiving the complaint, the Chairman shall refer and deliver the complaint to one of a panel of referees selected by the Committee. The referee to whom the complaint has been referred, within one (1) day after receiving the complaint, shall mail to the householder, by certified mail, a copy of the complaint, a copy of these rules, and notice of a time and place for conference with the complainant and the referee.
