Mose were in classrooms as classes were in session until almost a half-hour before the shooting. Michener cites damaging evidence of confusion. There were differing curfew hours for the townspeople and the campus, a lack of information for the students returning that weekend, and failures of both city and campus police to appear for hours at a time at scenes of fires. A year has gone by. The state of Ohio has passed stringent laws calling for the immediate suspension of students charged with violence, with a quick hearing off the campus bu non-university officials. And any state university in Ohio that does not remain open for the full term is subject to suspension of its state funding -- a threat to faculty salaries. Students will no longer receive full credit if the university closes, so many more are now interested in keeping the universities open. But will they? No one can say. John R.
