Student Activities Bulletin University of Iowa Office of Student Affairs Vol. III, No. 5 March 7, 1969 UNITED NATIONS SYMPOSIUM The peace keeping ability of the United Nations will be evaluated by a number of national and international observers March 28-29 in a public symposium at the University of Iowa, Iowa City, Iowa. The symposium is entitled, "Towards a More Effective United Nations: Prospects for Peacekeeping." Speakers and commentators will come from the United Nations, the U.S. Department of State, various academic institutions and from a private foundation that has specially supported the United Nations. The public symposium is to involve an audience from throughout Iowa and the Midwest. Also, it constitutes the entire program for a Midwest Regional Meeting of the American Society of International Law. The symposium is presented by the Iowa Society of International and Comparative Law, a student organization headquartered at The University of Iowa College of Law. "The emphasis of the symposium will not be upon revision of the U.N. Charter, but rather, the more discrete problem of organizational reform," according to Burns H. Weston, associate professor of International law at U.I. and faculty adviser to the Iowa Society. "Given that the 'Great Powers' are unlikely to submit soon to any significant Charter revision and that questions about Charter revision have been repeatedly explored, it is best to concentrate on how to make the United Nations a more effective peacekeeping instrument within the existing Charter framework." Principal speakers will be C. Maxwell Stanley, president of the Stanley Foundation, Muscatine, Iowa; Andreas J. Jacovides, deputy permanent representative of Cyprus to the United Nations--designate with rank of minister plenipotentiary; Arthur M. Cox, formerly senior fellow, Foreign Policy Studies, The Brookings Institution; Nathan A. Pelcovits, special assistant for Planning on United Nations and Organization Affairs in the Department of State. Commentators will be Richard B. Bilder, professor of international law at the University of Wisconsin; A. A. Fatouros, professor of international law at Indiana University; James N. Murray, Jr., professor of political science at The University of Iowa; and Ruth B. Russell, research associate in international affairs at Columbia University. Co-sponsors of the event include the American Society of International Law, Washington, D.C.; The Stanley Foundation; the United Nations Association, Iowa Division and Iowa City Chapter; and a variety of colleges, departments and organizations within The University of Iowa.
