The President's Message UNDER the Cosntitutional Ruling empowering me to act in an "emergency", (Art. III Sec A, Part (1), Paragraph (c)) I have issued two orders during the past month. First: that the official organ´s February and March issues be combined. Second: That no one be suspended for not voting. I give my reasons below. As our treasury is exceedingly low in funds I decided that skipping an issue should be ordered as an economy measure. Meanwhile I put the matter to vote of the directorate and several methods of economizing have been advanced. They will be discussed later and at more length. Personally, I am in favor of a method of requiring a member to vote or take some activity (unless excused for some legitimate reason such as receiving their ballot too late). I had already put the matter to the Board for a vote and they ruled that non-voters should be penalized in some way, suggesting such things as a tax or an assessment. As there is no provision for any such penalizing or fining, I had to take some method, even if it appeared to be evading the Constitution, to carry out the wishes of the Board that no member be dropped. E. E. Evans informed me that "The intention was that if a fan had neglected his dues but voted, he was OK; or if he paid his dues but did not vote, he was OK; but if he did neither, he was out".. Other members wrote in their interpretations of the ruling and they included every possible combination of circumstances. I have now put the matter into the hands of the Board as to just what shall be required of a member and as soon as I have their decision, I will turn the matter over to the "Constitution Trouble Shooter" for the recommended rewording of that portion of the Constitution. Meanwhile, no member will be forced to drop from the N.F.F.F, for not voting. Under Art. IV, Sec(A), Part 4, Paragraph (a) the Secretary is empowered to use his discretion in extending special consideration to members in extending
