the Presidency or Directorate unless he shall have been a member of the League for three years and no minor shall be eligible to the office of Secretary-Treasurer. Section 2: The President shall be the chief executive of the League and shall perform all duties normally attaching to such an office. He hall be empowered to remove any appointive officer or committee member, without cause. He shall be empowered to remove any director for failure properly to perform his duties with the concurrence of a majority of the other elected officers not affected by the move. Section 3: The Vice President shall head the recruiting and welcoming committees of the League. If he attends the convention, his is automatically chairman of the Proxy Committee. Section 4: The Secretary- Treasurer shall receive dues and admit applicants to membership; he shall send out blank mail ballots and receive and certify completed mail ballots as instructed in Article V; he shall keep an up-to-date membership list, which he shall make available to the official editor as requested and which he shall certify to the Custodian of Ballots in time for the annual election; he shall keep an accurate account of the League's finances, reporting in each issue of the official organ and to the convention, and he shall turn over League records promptly to his successor upon official notification that a successor has been appointed or elected. He shall be bonded in the sum of $250. The League shall pay the cost of the bond, which shall be held by the President. Section 5: The Official Editor shall publish the official organ as directed by the annual convention, spending no more of the League's funds on each issue than authorized by the President. Section 6: The Directors shall interpret the constitution, subject to approval at the next following convention. The Directors, on complaint signed by the President or by any two member, may remove an elected officer for failure properly to perform his duties, but two directors may not remove the third. A majority of the elected officers and directors, not including the director against whom charges are brought, may, on complaint signed by the President or any two other officers for directors, remove a director for failure properly to perform his duties. The Directors, on complaint signed by the President or any two members, may expel or suspend any member for conduct prejudicial to the best interests of the League. In all cases of removal, expulsion, or suspension, the member or officer shall be given a copy of the charges and ample time in which to make answer in his defense. Charges, reply , and the decision of the majority of the board of directors shall be published in the next available issue of the official organ; provided that the Official Editor, if space limitations demand, may cut each to not lass than 600 words.
