Section 5: On the second day of the convention officers shall be elected. The convention vote shall be added to the mail vote for each office or each question. If there is no majority on the first ballot, all save the four highest contenders shall be eliminated. If there is no majority on the second ballot, the contender with the fewest votes shall be eliminated. If there is no majority on the third ballot, the mail ballots shall be eliminated and the convention shall proceed to register its own choice. Section 6: The report of the Proxy Committee, the mail ballots received by the Custodian of Ballots, and the mail ballots received by the Secretary-Treasurer shall be sent to the chairman of the outgoing Board of Directors, who shall certify the results of the election. Oversights and errors which do not demonstrably affect the results shall not be considered to invalidate the election of any officer, but if unfairness is evident, the election of the officer so elected shall be declared invalid. Section 7: If the election of any officer is declared invalid, the senior validly elected officer shall appoint a member to serve pending a mail election, which he shall call at the earliest possible time. Section 8: In an emergency election the senior validly elected officer shall establish procedure according to the exigencies of the situation, provided that only those eligible to vote in the invalidated election shall vote and that two sets of mail ballots will be used, one to check against the other. ARTICLE VI- Amendments This constitution may be amended by two-thirds vote of the members represented at any convention, either in person or by mail ballot, provided that the amendment, signed by three members, shall have been published in an issue of the official organ appearing before November 1. Modifications to correct errors, to improve phrasing or to make the amendment accord with other sections of the constitution may be made at the convention by majority vote of the members present, provided that the sense of the amendment is not altered. ARTICLE VII-- Conventions Convention cities shall be chosen at the convention of the previous year. Should unforeseen circumstances arise, the President, with the approval of the Board of Directors, is empowered to change the convention city by notice to the membership before November 1. Conventions shall be held at dates designated by the President, with the approval of the Board of Directors, between December 26 and January 4. ARTICLE VIII --- Parliamentary Authority. Roberts Rules of Order shall govern this League where this constitution does not rule, save that a motion to adjourn shall always be debatable. 8
