Philip Hubbard Page 3 February 2, 1977 Director for Coordination of Chicano and Native American Programs) would act in a guiding capacity and that students would actually plan and direct all programs. It should also be noted that the board of Directors during that period were all studnets who recommended that the Center report to an individual who could respond to specifically to the Cultural needs of Chicano and Native American students. The proposed plan negates the original intent of the organizational structure of the Center and the need to report to an individual who is sensitive to our needs. 2. The proposed change also would create an unnecessary bureaucratic hurdle which would hamper the efficiency of the Cultural Center's activities. It is unlikely that the Minority Program Consultant would be involved in such activities as the Lettuce Boycott, Wounded Knee Support Committee, etc. Thus, we would have to go back to the Assistant Director for Chicano and Native American Programs for advice and direction. 3. Ms. Jones indicated that a primary responsibility of the Minority Program consultant is in the area of Fine Arts. If this is the case, we feel many of our programs (Pre-school) will have a low priority in terms of finances and direction. 4. This reorganizational move is also viewed as a means of diluting our identity and visability on campus. Generally the reorganization is in direct conflict with the concept of "La Familia". 5. We are unconvinced, based on the last four months, that a Minority Program Consultant is needed in our programming of activities. The arguments outlined only highlight the issues which we believe are of immediate concern. Ms. Jones mentioned she would implement the proposal as soon as possible. We inquired if we were to formally express our objections, would she change her mind, and she responded "probably not". Thus, we were left with no alternative but to express our objections to you.
