The eagle has come to represent Mexico. In this picture, it is in the middle. The Zia Indians represent the Indian part of New Mexico's cultural heritage with their symbol of the sun. New Mexico's flag is red and yellow, also the color of Spain's flag. This represents the European/Spanish element of the state.
