All members are required to pay dues, since the section of the petition which would exempt foreign members was never approved. However, since exchange control made it impossible in many cases for such payments to be made, it has beed customary for the Secretary-Treasurer to handle these through such ex-officio means as book-trades, donations, smuggling and the like. Whether these measures should be continued now depends on the present tatue of exchange control. Accordingly the S/T should determine if it is possible at present for our British and Canadian members to export money for their dues. If they can there is no need for their receiving special consideration; if they cannot then I authorize the S/T to accept their IOUs in lieu of cash until such time as they can pay up, upon relaxation of exchange restrictions. Finally, in regard to the Vice President's current ruling No. (3). the President would like to offer a suggestion, or explanation, rather. As one of the framers of the present activity requirement I wish to point out that the qualifier, "or equivalent", was inserted particulary to cover such instances of printed publications, elaborate artwork, and the like, which could not be fairly evaluated on the 8 1/2x11 basis. I quite concur with Tucker's ruling in this regard, as it was intended that decisions in such cases should be made by the Secretary. In considering printed publications it may be urged that consideration be give more to the time required for hand typesetting than to the minimum requirement for wordage. (1) Should a new (prospective) member now overseas be admitted, and if so, do overseas activity exemptions apply. (2) When do activity exemptions expire: a: for overseas members b: for British members Should special consideration be given still, and for how long, for British members who have not yet attemped to arrange for dues payment? (3) The activity amendment specifies eight 8 1/2X11 pages. Does that also apply to printed format? If not, what greater value shall be placed on activity in printed fapazines? The decidions: (1) A new or prospective member now overseas may be admitted to membership in due turn if he has previously complied with Article 3. Overseas activity exemption then apply upon date of entrance to membership. In such cases we may take the attitude that the applicant has shown proper interest in fan journalism by submitting his credentials as stated in Article 3. We mat also assume that he will return to this country within a reasonble length of time and will once again become active in fan publishing.
