(2) I cannot answer this; to do so would be infringing upon constitutional powers of the President. (See ruling in previous issue of FA concerning restricted authority of the vice-president.) I can make suggestions to the President as to meeting this problem. I would suggest activity exemptions for overseas members expire a few months after their return to this country, allowing them sufficient time to be represented in a mailing after their return. I would suggest that activity exemptions for British members be abolished some time this year, as the mails are becoming more normal, allowing them to be represented in FAPA publications. Likewise, it is suggested that the President or the Secretary take steps to collect compensation from the British members, or drop them for non-payment of dues, some time this year. These are my suggestions only. The President will have to decide on the matters. (3) Article 5 States that a member, to continue membership, must publish during the year "not less than eight 8 1/2 x 11 pages or equivalent of material" representing his work. This clearly was designed for the hektographed or mimeographed magazine and leaves only a small loophole for the printed fanzine. I would say that a printed magazine need not maintain the minimum stated number of pafes if it does contain the equivalent amount of text, or artwork, found in eight pages of mimeographed publications. Admittedly, it is a fine point and one requiring judicious examination upon the part of the Secretary-treasurer. I believe the proper thing to do is to examine the spirit rather than the letter of the law in this case and if the publisher of a printed fanzine honestly attempts to meet the minimum standard as regards quantity of tex, the actual number of printed pages produced may be disregarded. /Bob Tucker/ NB; On back cover of this Sustaining Program, read "title" for "tite". 100. One of the dubiosities of contitutions is that whereas they put purpot to be the expression of the general will, actually the general public has only a yes or no vote on a document drawn up by a very few men. Often this doesn't even suit the men in the smoke-filled room, who would like to know what the people want. Presenting alternatives in the form of amendments is rather unsatisfactory, because some of the suggestions (for revising our own FAPA constitution) call for thorogoing revision. So, Norm, how about letting me circulate an advisory ballot in July, listing the various suggestions that have been made, grouping them when they're mutually exclusive, to get the general opinion on them? The vote needn't be binding in any way, but it should be helpful in drawing up a new paper to replace our present somewhat tattered one.
