ORDINANCE NO. 5775 AN ORDINANCE to amend the Municipal Code of the City of Des Moines, 1954, as amended by Ordinance No. 5684, passed April 9, 1956, by repealing Sections 2-418 to 2-428, inclusive, thereof, establishing a Commission on Human Rights, and Sections 2-429 to 2-439, inclusive, establishing a Commission on Job Discrimination, and enacting new Sections 2-418 to 2-435, establishing a Commission on Human Rights and Job Discrimination, and repealing Ordinance No. 5531, passed July 6, 1954, and Ordinance No. 5684, passed April 9, 1956. Whereas, the State of Iowa, in Article I, Section 1, Constitution of the State of Iowa, proclaims that all persons are by nature free and equal; and Whereas, it is necessary and proper to provide for the safety, preserve the health, promote the prosperity, improve the morals, order, comfort and convenience of the City of Des Moines and the inhabitants of said city; and Whereas, there exists a need in the City of Des Moines for the establishment of a body of citizens to study the problems of the relationships of the various races, colors, creeds, and nationalities living within the community and to assist the City Government on problems involving said groups living in the City of Des Moines to end that an effort be made to eliminate prejudice, intolerance, bigotry, and discrimination in the City of Des Moines; now, therefore, Be It Ordained by the City Council of the City of Des Moines, Iowa: Section 1. That the Municipal Code of the City of Des Moines, Iowa, 1954, as amended by Ordinance No. 5684, passed April 9, 1956, be and is hereby amended by repealing Sections 2-418 to 2-439, inclusive, thereof and enacting new Sections 2-418 to 2-425, as follows: -1-
