4 1 end of the first sentence of subsection (c) the following 2 new sentence: "If any such proceeding literacy is a rele- 3 vant fact there shall be a rebuttable presumption that any 4 person who has not been adjudged an incompetent and who 5 has completed the sixth grade in a public school in, or a pri- 6 vate school accredited by, any State or territory, the Disctrict 7 of Columbia, or the Commonwealth of Puerto Rico where 8 instruction is carried on predominantly in the English 9 language, possesses sufficient literacy, comprehension, and 10 intelligence to vote in any Federal election." 11 (c) Add the following subsection "(f)" and designate 12 the present subsection "(f)" as subsection "(g)": 13 "(f) When used in subsection (a) or (c) of this sec- 14 tion, the words 'Federal election' shall mean any general, 15 special, or primary election held solely or in prat for the pur- 16 pose of electing or selecting any candidate for the office of 17 President, Vice President, presidential elector, Member of 18 the Senate, or Member of the House of Representatives." 19 (d) Add the following subsection "(h)": 20 "(h) In any proceeding instituted by the United States 21 in any district court of the United States under this section 22 in which the Attorney General requests a finding of a pat- 23 tern or practice of discrimination pursuant to subsection (e) 24 of this section the Attorney General, at the time he files the 25 complaint, or any defendant in the proceeding, within twenty
