In the 2 event that no judge in the district is available to hear and 3 determine the case, the chief judge of the district, or the 4 acting chief judge, as the case may be, shall certify this fact 5 to the chief judge of the circuit (or, in his absence, the act- 6 ing chief judge) who shall then designate a district or circuit 7 judge of the circuit to hear and determine the case. 8 "It shall be the duty of the judge designated pursuant 9 to this section to assign the case for hearing at the earliest 10 practicable date and to cause the case to be in every way 11 expedited." 12 TITLE II - INJUNCTIVE RELIEF AGAINST DIS- 13 CRIMINATION IN PLACES OF PUBLIC ACCOM- 14 MODATION 15 SEC. 201. (a) All persons shall be entitled to the full 16 and equal enjoyment of the goods, services, facilities, privi- 17 leges, advantages, and accommodations of any lace of public 18 accommodation, as defined in this section, without discrimi- 19 nation or segregation on the ground of race, color, religion, 20 or national origin. 21 (b) Each of the following establishments which serves 22 the public is a place of public accommodation within the 23 meaning of this title if its operations affect commerce, or if 24 discrimination or segregation by it is supported by State 25 action:
