10 1 there are reasonable grounds to believe that any person is 2 about to engage in any act or practice prohibited by section 3 203, a civil action for preventive relief, including an appli- 4 cation for a permanent or temporary injunction, restraining 5 order, or other order, may be instituted by the person ag- 6 grieved and, upon timely application, the court may, in its 7 discretion, permit the Attorney General to intervene in such 8 civil action. Upon application by the complainant and in 9 such circumstances as the court may deem just, the court 10 may appoint an attorney for such complainant and may au- 11 thorize the commencement of the civil action without the 12 payment of fees, costs, or security. 13 (b) In any action commenced pursuant to this title, the 14 court, in its discretion, may allow the prevailing party, other 15 than the United States, a reasonable attorney's fee as part of 16 the costs, and the United States shall be liable for costs the 17 same as a private person. 18 (c) In the case of an alleged act or practice prohibited 19 by this title which occurs in a State, or political subdivision 20 of a State, which has a State or local law prohibiting such act 21 or practice and establishing or authorizing a State or local 22 authority to grant or seek relief from such practice or to insti- 23 tute criminal proceedings with respect thereto upon receiv- 24 ing notice thereof, no civil action may be brought under sub- 25 section (a) before the expiration of thirty days after written
