12 1 except by agreement of all parties involved in the complaint 2 with the permission of the court, and the Service shall en- 3 deavor to bring about a voluntary settlement between the 4 parties. 5 SEC. 206. (a) Whenever the Attorney General 6 has reasonable cause to believe that any person or group 7 of persons is engaged in a pattern or practice of resist- 8 ance to the full enjoyment of any of the rights secured 9 by this title, and that the pattern or practice is of such 10 a nature and is intended to deny the full exercise of the 11 rights herein described, the Attorney General may bring 12 a civil action in the appropriate district court of the 13 United States by filing with it a complaint (1) signed 14 by him (or in his absence the Acting Attorney Gen- 15 eral), (2) setting forth facts pertaining to such pattern or 16 practice, and (3) requesting such preventive relief, includ- 17 ing an application for a permanent or temporary injunction, 18 restraining order or other order against the person or persons 19 responsible for such pattern or practice, as he deems neces- 20 sary to insure the full enjoyment of the rights herein 21 described. 22 (b) In any such proceeding the Attorney General may 23 file with the clerk of such court a request that a court of 24 three judges be convened to hear and determine the case.
