27 1 the Commission may issue subpenas for the attendance and 2 testimony of witnesses and the production of written or other 3 matter at a hearing held within fifty miles of the place where 4 the witness is found or resides or is domiciled or transacts 5 business or has appointed an agent for receipt of service of 6 process. 7 "(l) The Commission shall separately state and cur- 8 rently publish in the Federal Register (1) descriptions 9 of its central and field organization including the estab- 10 lished places at which, and methods whereby, the public may 11 secure information or make requests; (2) statements of the 12 general course and method by which its functions are 13 channeled and determined, and (3) rules adopted as 14 authorized by law. No person shall in any manner be sub- 15 ject to or required to resort to rules, organization, or proce- 16 dure not so published." 17 SEC. 502. Section 103 (a) of the Civil Rights Act of 18 1957 (42 U.S.C. 1975b (a) ; 71 Stat. 634) is amended to 19 read as follows: 20 "SEC. 103. (a) Each member of the Commission who 21 is not otherwise in the service of the Government of the 22 United States shall receive the sum of $75 per day for each 23 day spent in the work of the Commission, shall be paid 24 actual travel expenses, and per diem in lieu of subsistence
