34 1 authorized by law: Provided, however, That no such action 2 shall be taken until the department or agency concerned has 3 advised the appropriate person or persons of the failure to 4 comply with the requirement and has determined that com- 5 pliance cannot be secured by voluntary means. In the case 6 of any action terminating, or refusing to grant or continue, 7 assistance because of failure to comply with a requirement 8 imposed pursuant to this section, the head of the Federal 9 department or agency shall file with the committees of the 10 House and Senate having legislative jurisdiction over the 11 program or activity involved a full written report of the cir- 12 cumstances and the grounds for such action. No such action 13 shall become effective until thirty days have after elapsed after 14 the filing of such report. 15 SEC. 603. Any department or agency action taken pur- 16 suant to section 602 shall be subject to such judicial review 17 as may otherwise be provided by law for similar action taken 18 by such department or agency on other grounds. In the case 19 of action, not otherwise subject to judicial review, termi- 20 nating or refusing to grant or to continue financial assistance 21 upon a finding of failure to comply with any requirement 22 imposed pursuant to section 602, any person aggrieved (in- 23 cluding any State or political subdivision thereof and any 24 agency of either) may obtain judicial review of such action 25 in accordance with section 10 of the Administrative Pro-
