For the purpose of this title - 13 (a) The term ''person'' includes one or more individ- 14 uals, labor unions, partnerships, associations, corporations, 15 legal representatives, mutual companies, joint-stock compa- 16 nies, trusts, unincorporated organizations, trustees, trustees in 17 bankruptcy, or receivers. 18 (b) The term ''employer'' means a person engaged in 19 an industry affecting commerce who has twenty-five or more 20 employees for each working day in each of twenty or more 21 calendar weeks in the current or preceding calendar year, 22 and any agent of such a person, but such term does not 23 include (1) the United States, a corporation wholly owned 24 by the Government of the United States, or State or polit- 25 ical subdivision thereof, (2) a bona fide private membership
