53 1 is earlier, and a copy of such charge shall be filed by the 2 Commission with the State or local agency. 3 (e) If within thirty days after a charge is filed with 4 the Commission or within thirty days after expiration of 5 any period of reference under subsection (c) (except that in 6 either case such period may be extended to not more than 7 sixty days upon a determination by the Commission that 8 further efforts to secure voluntary compliance are war- 9 ranted), the Commission has been unable to obtain 10 voluntary compliance with this title, the Commission shall 11 so notify the person aggrieved and a civil action may, within 12 thirty days thereafter, be brought against the respondent 13 named in the charge (1) by the person claiming to be 14 aggrieved, or (2) is such charge was filed by a member of 15 the Commission, by any person whom the charge alleges 16 was aggrieved by the alleged unlawful employment practice. 17 Upon application by the complainant and in such circum- 18 stances as the court may deem just, the court may appoint 19 an attorney for such complainant and may authorize the com- 20 mencement of the action without the payment of fees, costs, 21 or security. Upon timely application, the court may, in its 22 discretion, permit the Attorney General to intervene in such 23 civil action. Upon request, the court may, in its discretion, 24 stay further proceedings for not more than sixty days pending
