An appeal from the final judgment 3 of such court will lie to the Supreme Court. 4 In the event the Attorney General fails to file such a 5 request in any such proceeding, it shall be the duty of the 6 chief judge of the district (or in his absence, the acting 7 chief judge) in which the case is pending immediately to 8 designate a judge in such district to hear and determine the 9 case. In the event that no judge in the district is available 10 to hear and determine the case, the chief judge of the district, 11 or the acting chief judge, as the case may be, shall certify 12 this fact to the chief judge of the circuit (or in his absence, 13 the acting chief judge) who shall then designate a district or 14 circuit judge of the circuit to hear and determine the case. 15 It shall be the duty of the judge designated pursuant to 16 this section to assign the case for hearing at the earliest 17 practicable date and to cause the case to be in every way 18 expedited. 19 EFFECT ON STATE LAWS 20 SEC. 708. Nothing in this title shall be deemed to exempt 21 or relieve any person from any liability, duty, penalty, or 22 punishment provided by any present or future law of any 23 State or political subdivision of a State, other than any such 24 law which purports to require or permit the doing of any
