59 1 act which would be an unlawful employment practice under 2 this title. 3 INVESTIGATIONS, INSPECTIONS, RECORDS, STATE AGENCIES 4 SEC. 709. (a) In connection with any investigation of 5 a charge filed under section 706, the Commission or its 6 designated representative shall at all reasonable times have 7 access to, for the purposes of examination, and the right to 8 copy any evidence of any person being investigated or pro- 9 ceeded against that relates to unlawful employment practices 10 covered by this title and is relevant to the charge under 11 investigation. 12 (b) The Commission may cooperate with State and 13 local agencies charged with the administration of State fair 14 employment practices laws and, with the consent of such 15 agencies, may for the purpose of carrying out its functions 16 and duties under this title and within the limitation of funds 17 appropriated specifically for such purposes, utilize the services 18 of such agencies and their employees and, notwithstanding 19 any other provision of law, may reimburse such agencies 20 and their employees for services rendered to assist the Com- 21 mission in carrying out this title. In furtherance of such 22 cooperative efforts, the Commission may enter into written 23 agreements with such State or local agencies and such agree- 24 ments may include provisions under which the Commission
