(a) The Service shall, whenever possible, in 4 performing its functions, seek and utilize the cooperation of 5 appropriate State or local, public, or private agencies. 6 (b) The activities of all officers and employees of the 7 Service in providing conciliation assistance shall be con- 8 ducted in confidence and without publicity, and the Service 9 shall hold confidential any information acquired in the regu- 10 lar performance of its duties upon the understand that it 11 would be so held. No officer or employee of the Service 12 shall engage in the performance of investigative or prosecut- 13 ing functions of any department or agency in any litigation 14 arising out of a dispute in which he acted on behalf of the 15 Service. Any officer or other employee of the Service, 16 who shall make public in any manner whatever any infor- 17 mation in violation of this subsection, shall be deemed guilty 18 of a misdemeanor and, upon conviction thereof, shall be 19 fined not more than $1,000 or imprisoned not more than one 20 year. 21 SEC. 1004. Subject to the provisions of sections 205 and 22 1003 (b), the Director shall, on or before January 31 of each 23 year, submit to the Congress a report of the activities of the 24 Service during the preceding fiscal year.
