Nothing in this Act shall be construed to 4 deny, impair, or otherwise affect any right or authority of 5 the Attorney General or of the United States or any agency 6 or officer thereof under existing law to institute or intervene 7 in any action or proceeding. 8 SEC. 1103. Nothing contained in any title of this Act 9 shall be construed as indicating an intent on the part of 10 Congress to occupy the field in which any such title operates 11 to the exclusion of State laws on the same subject matter, 12 nor shall any provision of this Act be construed as invali- 13 dating any provision of State law unless such provision is 14 inconsistent with any of the purposes of this Act, or any 15 provision thereof. 16 SEC. 1104. There are hereby authorized to be appro- 17 priated such sums as are necessary to carry out the pro- 18 visions of this Act. 19 SEC. 1105. If any provision of this Act or the applica- 20 tion thereof to any person or circumstances is held invalid, 21 the remainder of the Act and the application of the pro- 22 vision to other persons not similarly situated or to other 23 circumstances shall not be affected thereby.
