STATEMENT OF PURPOSE AND BY-LAWS of the MAYOR'S COMMISSION ON CIVIC UNITY The state of Iowa, in Article I, Section 1, constitution of the state of Iowa, proclaims that all persons are by nature free and equal; and Whereas, it is necessary and property to provide for the safety, preserve the health, promote the prosperity, improve the morals, order, comfort and convenience of the city of Burlington and the inhabitants of said city; and Whereas, there exists a need in the city of Burlington for a body of citizens to study the problems of the relationships of the various races, colors, creeds, nationalities living within the community and to assist the City Government on problems involving said groups living in the city of Burlington to the end that an effort be made to eliminate prejudice, intolerance, bigotry, and discrimination in the City of Burlington; now, therefore, THE MAYOR'S COMMISSION ON CIVIC UNITY PROPOSES: Sec. 1. DEFINITIONS Whenever the word "Commission" appears in this article, it shall be construed to mean the Burlington Commission on Civic Unity. The words "discriminate", "discrimination" or "discriminatory" means discrimination on the ground or because of race, religious creed, color, national origin or ancestry. The word "person" includes one or more individuals, partnerships, corporation, and the City of Burlington and any of its departments, divisions, boards, commissions, officials, agents and employees. The word "employee" does not include an individual employed by his parents, spouse or child or in the domestic service of any person. The word "employer" does not include a religious association or corporation if such association or corporation is not organized for private profit.
