The words "labor organization" mean any formal organization which exists for the purpose, in whole or in part, of collective bargaining or of dealing with employers concerning grievances, terms or conditions of employment, or of mutual aid or protection in connection with employment. The words "employment agency" mean any person who shall as a livelihood procure opportunities to work, or procure, recruit, refer or place employees. Sec. 2. COMPOSITION; APPOINTMENT; TERMS. The Commission shall consist of fifteen members broadly representative of the racial, religious and ethnic groups in the community. Members of said Commission shall be appointed by the mayor of the City of Burlington. Of the fifteen members first appointed five shall be appointed for one year, five shall be appointed for two years, and five shall be appointed for three years; thereafter all appointments shall be for three years. Sec. 3. DUTIES GENERALLY. It shall be the duty of the Commission to: (a) Receive and seek conciliation of complaints, hold hearings, and report its recommendations in accordance with the provisions of this article. (b) From time to time, render to the city council a written report of its activities and recommendations. (c) Formulate and carry out a comprehensive educational program designed to prevent and eliminate discrimination because of race, color, religion, ancestry, national origin or place of birth. (d) Study problems of group relationships within the city, and to advise and cooperate with the mayor, the city council, the city attorney and all other city agencies, boards and officials with relation to any such problems. The Commission shall further make recommendations to the mayor, the city council, the city attorney, agencies and officials, for the betterment of intergroup relationships within the community.
