be replaced by a successor who shall be appointed to serve for the unexpired period of the term being filled. (c) It shall be the policy of the Commission that, when vacancies occur, two nominations for each vacancy shall be submitted by the Commission to the Mayor, from which list he may make selections. In the event of failure to select from the first list, this procedure shall be repeated until the appointments have been made. Sec. 5. OFFICERS AND COMMITTEES. (a) The Commission shall elect a chairman, vice-chairman, and Secretary-Treasurer from the members of the Commission. These officers shall serve in their respective offices for a period of one year or until their successors shall be elected. (b) The officers shall constitute the Executive Committee of the Commission and shall have such duties and authority as may be specifically delegated from time to time by resolution of the Commission. (c) The Commission may name such subcommittees as in its judgment will aid in effectuating the purposes of the Commission and may empower them to study the problems of prejudice, intolerance, bigotry and discrimination in all or any fields of human relationship within the purview of their duties. Sec. 6. AMENDMENT. These By-Laws may be amended at any meeting of the Commission upon written submission of the proposed amendment to the membership at least one week prior to the meeting; provided further that if the meeting is not to be held at the usual time or place that written notice of the time or place of meeting must accompany the proposed amendment.
