ordinance no. an ordinance on human rights and unlawful employment practices Whereas, the state of Iowa, in Article I, Section 1, constitution of the state of Iowa, proclaims that all persons are by nature free and equal; and Whereas, it is necessary and proper to provide for the safety, preserve the health, promote the prosperity, improve the morals, order, comfort and convenience of the city of Burlington and the inhabitants of said city; and Whereas, there exists a need in the city of Burlington for the formal establishment of a body of citizens to study the nationalities living whitin the community and to assist the City Government on problems involving said groups living in the city of Burlington to the end that an effort be made to eliminate prejudice, intolerance, bigotry, and discrimination in the city of Burlington; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BURLINGTON, IOWA: ARTICLE . COMISSION ON HUMAM RIGHTS. SEC. . DEFINITIONS. Whenever he word ''commission'' appears in this article, it shall be construed to mean the Burlington Commission on Human Rights. The words ''discriminate'', ''discrimination'' or ''discriminatory'' means discrimination on the ground or because of race, religious creed, color, national origin or ancestry. The word ''person'' includes one or more individuals, partnerships, corporation, and the City of Burlington and any of its departments, divisions, boards, commissions, officials, agents and employees. The word ''employees'' does not include an individual employed by his parents, spouse or child or in the domestic service of any person. The word ''employer'' does not include a religious
