association or corporation if such association or corporation is not organized for private profit. The words ''labor organization'' mean any formal organization which exists for the purpose, in whole or in part, of collective bargaining or of dealing with employers concerning grievances, terms or conditions of employment. The words ''employment agency'' mean any person who shall as a livelihood procure opportunities to work, or procure, recruit, refer or place employees. Sec. . ESTABLISHMENT; APPOINMENT; COMPOSITION; TERMS. There is hereby established in the City Government of the City of Burlington, a commission to be known as the Burlington Commission on Human Rights, which commission shall consist of fifteen members broadly representative of the racial, religious and ethnic groups in the community. Members of said commission shall be appointed by the mayor of the City of Burlington, Iowa. Of the fifteen members first appointed five shall be appointed for one year, five shall be appointed for two years, and five shall be appointed for three years; thereafter all appointments shall be for three years. The commission shall elect a chairman and vice-chairman from the members of said commission, and shall appoint a secretary-treasurer for said commission who need not be a member of the commission. The appointment of the secretary-treasurer shall be made by the commission and confirmed by the city council of the City of Burlington. Said officers shall serve in the respective offices for a period of one year, or until their successors shall be appointed and qualified. Any eight members shall constitute a quorum. All members of the commission shall serve without compensation. In the event of the death, resignation or inactivity of any member, his successor shall be appointed to serve for the unexpired period of the term for which such member has been appointed. The commission may select such additional personnel as it may deem necessary to carry out the purposes of this ordinance. Expenses for the carrying on of the commission's activities shall be paid out of the funds appropriated for this purpose, but the commission shall in addition be authorized to accept contributions made to the City of Burlington from any other sources to carry on its work.
