associations and all other groups, association and societies, and all constructive community forces and talents that would be helpful in discharging its duties. (5) Cooperate with federal, state and city agencies, citizens organizations, the board of education, and parochial and private schools in formulating and developing courses of education to stimulate the interest of the entire population in accomplishing the objectives of the commission. (6) Initiate and conduct voluntary surveys, assemble pertinent data; confer with any and all groups; hold hearings; and for expediting the work of the commission to make investigations and surveys through subcommittees. (7) Endeavor by persuasion and education to induce public and employment agencies to institute non-discriminatory practices in employment, union membership, promotion, wages, working conditions, lay-offs and job opportunities. (8) Adopt rules for the transaction of business and keep a record of its activities and minutes of all meetings. Sec. . UNLAWFUL EMPLOYMENT PRACTICES. It shall be and unlawful employment practice: (a) For an employer, because of the race, religious, creed, color, national origin or ancestry of any individual, to refuse to hire or employ or to bar or to discharge from employment pensation or in terms, conditions or privileges of employment. However, the services or work required. (b) For a labor organization, because of the race, religious creed, color, national origin or ancestry of any individual to exclude from full membership rights or to expel from its membership such individuals or to discriminate in any way against any of its members or against any employer or any individual employed by an employer. (c) For any employer, or employment agency to discriminate in classifying, procuring, recruiting, referring or placing otherwise qualified individuals for employment. (d) For any employer, labor organization or employment agency to discharge, expel or otherwise discriminate against any person because he has opposed any practices forbidden under this
