as the Des Moines Commission on Human Rights and Job Discrimination, which commission shall consist of nine (9) members broadly representative of the racial, religious and ethnic groups in the community. Members of said commission shall be appointed by the Mayor of the City of Des Moines and confirmed by the City Council of the City of Des Moines, Iowa. Of the nine (9) members first appointed three (3) shall be appointed for two(2) years and three (3) shall be appointed for three (3) years; thereafter all appointments shall be for three (3) years. The Commission shall elect a Chairman and Vice-Chairman from the members of said Commission, and shall appoint a Secretary for said Commission who need not be a member of said Commission. The appointment of the Secretary shall be made by the Commission and confirmed by the City Council of the City of Des Moines. Said officers shall serve in their respective offices for a term of one (1) year, or until their successors shall be appointed and qualified. Any five members shall constitute a quorum. All members of said Commission shall serve without compensation, except that the Secretary of said Commission shall be compensated for his services in such amount as shall be fixed by the Commission. In the event of the death or resignation of any member, his successor shall be appointed to serve for the unexpired period of the term for which such member has been appointed. The Commission may select such additional personnel as it may deem necessary to carry out the purposes of this ordinance. The expenses for the carrying on of the Commission's activities shall be paid out of the funds appropriated for said purpose, but the Commission shall in addition be authorized to accept contributions made to the City of Des Moines from any other sources to carry on its work.
