of this ordinance and may empower them to study the problems of prejudice, intolerance, bigotry and discrimination in all or any fields of human relationship within the purview of this ordinance. Sec. 2-420. DUTIES GENERALLY. It shall be the duty of the Commission to: (a) Seek conciliation of complaints, hold hearing, make findings of fact, issue recommendations and publish its findings of fact and recommendations in accordance with the provisions of this article. (b) From time to time, but not less than once a year, render to the City Council a written report of its activities and recommendations. (c) Formulate and carry out a comprehensive educational program designed to prevent and eliminate discrimination because of race, color, religion, ancestry, national origin or place of birth. (d) Adopt such rules and regulations as may be necessary to carry out the purposes and provisions of this article. (e) Study problems of group relationships within the city, and to advise and cooperate with the Mayor, the City Council, the City Manager and all other City agencies, boards and officials with relation to any such problems. The Commission shall further make recommendations to the Mayor, the City Council, the City Manager, agencies and officials, for the betterment of intergroup relationships within the community. The Commission is further authorized to: (1) Devise and recommend to the Mayor and City Council ways and means of discouraging and combating prejudice, intolerance and bigotry in all groups and in their relations with one another. (2) Discover all practices and policies calculated to create conflicts and tensions and recommend ways and means for their elimination. --4--
