Page 2 members first appointed three shall be appointed for one year, three shall be appointed for two years and three shall be appointed for three years; thereafter all appointments shall be for three years. The commission shall elect a chairman and vice-chairman from the members of said commission, and shall appoint a secretary for said commission who need not be a member of the commission. The appointment of the secretary shall be made by the commission and confirmed by the city council of the city of Burlington. Said officers shall serve in the respective offices for a period of one year, or until their successors shall be appointed and qualified. Any five members shall constitute a quorum. All members of the commission shall serve without compensation. In the event of the death or resignation of any member, his successor shall be appointed to serve for the unexpired period of the term for which such member has been appointed. The commission may select such additional personnel as it may deem necessary to carry out the purposes of this ordinance. Expenses for the carrying on of the commission's activities shall be paid out of the funds appropriated for this purpose, but the commission shall in addition be authorized to accept contributions made to the city of Burlington from any other sources to carry on its work. The commission may name such subcommittees as in its judgment will aid in effectuating the purposes of this ordinance and may empower them to study the problems of prejudice, intolerance, bigotry and discrimination in all or any fields of human relationship within the purview of this ordinance. Sec. . DUTIES GENERALLY. It shall be the duty of the commission to: (a) Seek conciliation of complaints, hold hearings, make findings of fact, issue recommendations and publish its findings of fact and recommendations in accordance with the provisions of this article. (b) From time to time, but not less than once a year, render to the city council a written report of its activities and recommendations. (c) Formulate and carry out a comprehensive educational program designed to prevent and eliminate discrimination because of race, color, religion, ancestry, national origin or place of birth. (d) Adopt such rules and regulations as may be necessary to carry out the purposes and provisions of this article. (e) Study problems of group relationships within the city, and to advise and cooperate with the mayor, the city council, the city manager, all other city agencies, boards and officials with relation to any such problems. The commission shall further make recommendations to the mayor, the city council, the city manager, agencies and officials, for the betterment of intergroup relationships within the community. The commission is further authorized to: (1) Devise and recommend to the mayor and city council ways and means of discouraging and combating prejudice, intolerance and bigotry in all groups and in their relations with one another.
