MINUTES The Executive Council of the Governor’s Commission on Human Rights met at 2:00 p.m. on Tuesday, September 15, 1964, at the Statehouse in Des Moines, Iowa. Members present were Mr. Donald Boles, Chairman, Reverend Lester Moore, Mr. Edwin Gilmour, Fathers O’Conner, Attorney Burn Bannister, Mrs. J. McLain and Mr. Ernest Russel. (Mrs. McLain replaces Dr. Robert Turnbull, who has left the state.) The meeting was called to order by Chairman Boles. The minutes of the previous meeting were approved without reading. The Chairman made reference to Mr. Bonfield’s article on Civil Rights in Iowa and the 1964 Report on Urban Renewal Programs and Their Effects on Racial Minority Group Housing in Three Iowa Cities by the Iowa Advisory Council to the United States Commission on Civil Rights. Special recognition was granted to Edwin Gilmour. September 15 is Mr. Gilmour’s birthday. Chairman Boles read a letter from the Department of Defense requesting that the Governor’s Commission on Human Rights assist local base commanders with problems non-white military personnel may or may not face in Iowa. The Chairman informed the Executive Committee of a policy statement issued by the Department of Public Safety regarding non-discrimination in employment relations within their department. The Committee was informed of the policy statement being considered by the Board of Regents covering all major facets of their programs with regard to non-discrimination, i.e. employment, assignment, employment services, counseling, teacher placement, public contracts, etc. Professor Bonfield of S.U.I. and Chairman Boles are doing research on Agriculture Secretary Liddy’s request that the Commission research the legal aspects of an administrative ruling with regard to non-discrimination. Also, they will attempt to determine whether Mr. Liddy or his boards have the authority to adopt certain rules and/or regulations with regard to non-discrimination by licensees. Chairman Boles and Edwin Gilmour gave the Executive Committee a brief summary of the results of a questionnaire sent out by the State Board of Public Instruction to school districts. The following report excludes Des Moines and Davenport: (Davenport and Des Moines reports are forthcoming.)
