EXHIBIT D Environmental Control Facts 90% of private sewage installations before 1969 were installed incorrectly. Since 1969 this has been corrected. Sanitation level in restaurants, and milk control, deteriorate unless properly supervised. Nuisance complaints require considerable time expended by sanitary engineers. These include such services as: (1) Improper garbage storage (2) Indiscriminate junk and rubbish collection around premises and buildings (3) Control of Noxious weeds (4) Mosquito control (5) Abandoned automobiles Failure to control nuisance problems leads to increase in rats and mice due to junk and rubbish around buildings through laxity of supervision, increase of mosquito and fly population through improper garbage storage, water stagnation control, with possible danger of increased disease carriers. SHOULD SUBSIDY OF THE COUNTY HEALTH DEPARTMENT BE DISCONTINUED, IT WOULD BECOME NECESSARY FOR SERVICES TO IOWA CITY BE ALTERED, AND NUISANCE CONTROL WOULD LIKELY BE A SERVICE THAT COULD NOT BE CONTINUED AT THE LEVEL TO WHICH IOWA CITY HAS BECOME ACCUSTOMED. IT IS PREFERABLE FOR SERVICES TO BE OFFERED THROUGH A COORDINATED PROGRAM FROM THE STANDPOINT OF QUALITY CONTROL OF STANDARDS, AND ECONOMY.
