District X Counties: Iowa, Jones, Linn, Johnson, Cedar, Washington, Benton District X Iowa Drug Abuse Authority Organizational Meeting Tue, Sept. 14, 1971 At: Alcohol Info. Center, 611 S.Clinton, Iowa City Moderator: Roger Simpson, 707 Melrose Ave., Iowa City, 338-287 Secretary: Ted Thrilby, (Crisis Center), 800 Kimball Rd., Iowa City Resource Person, Drug Abuse Authority Office: Sam Paley, Box 944, Newton, Iowa Tel: 515-792-5144 (He is a member of the Council, Drug Abuse Authority) Persons Present: See attached sheet entitled "Area Ten District Council" 1. Sam Paley was invited to make a presentation for the Drug Abuse Authority: a) Two men of the DAA work with District groups around the State. b) General objectives of District include: - educational efforts regarding drug abuse - concern for treatment programs - survey needs and list n-going programs of all kinds: be sure programs are going on but no one program for all District X. c) More specific divisions of these objectives include: - over see what is going on: keep in touch with all programs as much as possible - seek to initiate programs: but do not get into undertaking programs as a District - research: what is needed? what is being done elsewhere? what seems feasible? - validate new program proposals: the District X will be asked to approve new programs undertaken, especially as these require, or seek $$$, staff, facilities. (Question to be answered: How does this compare, relate to Hoover Health Council?) d) Some State $$ are available to Dist. X for postage, meetings, etc. (Question: How are these requested? Who receives them? Who disburses them?) 2. Roger Simpson, convenor, & host, assumed the chair: the group agreed that.... a) District X membership or representatives: - minimum of 2 per County - a representative from each concerned group - those attending each called (and/or stated) meeting, have voice and vote. b) Attendance sheet was passed around for all present to sign (see attached sheet). c) Roll call of Counties: Representatives present: Benton, Linn, Jones, Iowa, Johnson Representatives absent: Cedar, Washington (Don Clark will seek representatives from Washington, via HACAP) (Roger Simpson will seek representatives from Cedar via Verne Kelley, Mental Health Center, Iowa City) d) Each County was asked to review briefly known Drug Abuse Programs. 3. County-by-County review of Drug Abuse Programs: a) BENTON CO., Carole Harder reporting: Carole is hired by Crime Commission to get a drug-abuse ed. program going in Benton schools. She works part-time. A K-thru-6 program is going in all schools. There is an advisory council in each of the school systems. There is in-service training programs for all teachers. Teachers, students respond. Community structures support this. Some difficulty persuading parents that there is a drug-abuse problem there. (continued)
