IOWA DRUG ABUSE AUTHORITY DISTRICT X October 5, 1971 A meeting of the Iowa Drug Abuse Authority, District X, was held at 7:30pm - 9:00pm, Tuesday, October 5 at the Joint County School System Building, Cedar Rapids, Iowa. Chairman = Roger Simpson Secretary = Ted Thiriby Resource Person = Sam Paley (Box 944, Newton, Iowa) Present - See attached Sheet (Note, these minutes are being mailed to all who have attended to date) The minutes of the organizational meeting held, Tuesday, September 14 were checked for inaccuracies and approved. Sam Paley spoke about the importance of the District X Committee. He said that the Cedar Rapids area and the surrounding counties are one of the fastest growing areas in the state. Its population will increase by 31% during the period of 1960-1980. He noted that except for Des Moines, District X, has the most severe drug abuse problem in the state. A total of 83 drug dependent persons, from this area, have been committed to institutions from April 1 - June 30, 1971. The counties, by county breakdown, are: Linn 53 Benton 0 Jones 1 Iowa 0 Johnson 27 Cedar 0 Washington 2 83 Mr. Paley informed the group of weekly newsletters to be published by the State Drug Abuse Authority. They will serve to inform committee members of the programs and activities going on around the state. There will be a newsletter for all committee members and another one for committee chairmen. Representatives from the District X counties were asked to mail DESCRIPTIONS OF THE EXISTING DRUG ABUSE PROGRAMS TN THEIR COUNTIES TO TED THIRIBY BY OCTOBER 19TH. These will be compiled for our own information and will also be sent to the state office to be published in the newsletter. Discussion followed, and Glenn Easterday suggested that we plan programs according to the needs of the various counties and towns. The needs of some will be different from those of others. Sheriff Richard Barden,from Cedar County, expressed concern to the group about whether or not he should be a member of the committee. He felt that the committee might lose the trust of drug abusers by having a member connected with the police and law enforcement. Several opinions were stated. Some people felt that it would indeed be harmful, others felt that it would not, as the committee is only an advisory board which will not have a direct contact with abusers. The question was left unsolved. Sonya Yarmatt offered to find prospective committee members from Washington county and encourage them to come to the next meeting. Mr. Paley offered to try to get the committee funds for operational costs. The offer was approved by voice vote. It was recommended that the account be established requiring both Chairman's and Secretary's signatures for withdrawal and that
