[handwritten] EV Drug Abuse notes Roger acting chmn - IOWA DRUG ABUSE AUTHORITY DISTRICT X Minutes, November 3, 1971 1. A meeting of the Iowa Drug Abuse Authority, District X Council, was convened at 7:30 P.M., November 3, 1971, at the Joint Co. School Systems Building, in Cedar Rapids. 2. Roger Simpson initiated a brief discussion of the concept of the council, what its goals and objectives are, and how it is to operate. 3. Sonya Yarmat made a report for the by-laws committee. It was decided that the group would call itself the Area X Drug Abuse Council.y There was much discussion about how membership to the Council would be established. Some felt that anyone attending ought to be considered a voting member. It was decided, in the interest of providing a coherent structure for the organization and one that would easily adapt to whatever might happen in the future, that there should be an on going voting membership of two representatives from each county, plus elected officers. The proposed by-laws were read and several changes suggested. Sonya will make the necessary revisions and present the completed by-laws for approval at the meeting. 4. Roger passed around information received from the State Office concerning a "Parents Anonymous Training Seminar" to be held in Des Moines on Nov. 20, 1971. 5. The group talked briefly about the availability of funds for hiring a full time co-ordinator for the District X Council. The funds are made available through a Federal Emergency Employment Act. Maybe someday when we get organized... 6. The Brotherhood Drug Treatment Unit reported that they are nearly through with a pamphlet describing the V.A. Hospital program. The pamphlet should be helpful for groups interested in drug treatment techniques. 7. Mike McGarrity made a report describing the Special Problems Center in Cedar Rapids, which has a complete drug abuse treatment facility, and the group shared discussion about various aspects of the program. 8. The group reflected on what it had accomplished thus far. There is a large reservoir of community people who can be mobilized. What the Council must do is find out what their needs are and how to meet those needs. It was suggested that the Council get a list of concerned individuals and approach them by mail to find out the problems, needs and priorities of their communities. 9. A general discussion then followed about how the Council might do its job, and what exactly that job is. Suggestions were made as to how the meetings might be made more productive. Hopefully, the ideas will be implemented at the next meeting, to be held at 7:30, Joint County School System Building, Highway 218, Cedar Rapids, on November 16th. 10.
